Clicking On FTP URL in Thunderbird Opens IE

Been bugging me for a long time and now getting more support questions
on this issue: How To Open Firefox or SeaMonkey when clicking on an FTP
link in Thunderbird. Always opens IE not matter what.

Firefox or SeaMonkey is registered as the default browser all the way
around even in the registry and control panel / Add or Remove Programs /
Set Program Access and Defaults

Any ideas?
