I doubt that it is merely a theme issue.  It does not happen with 
Windows Firefox using the same themes.  Those themes which do not 
display that problem with Mac Firefox have special code in the 
browser.css file which blocks that phenomenon.  I saw the problem in (to 
name just the ones I have tried) Pitchdark, Oldfactory, NASA Night 
Launch, Re-designe-d, and Strata-o-Various.
The problem does not occur in Halloween, Walnut, or MidnightFoxy.  Those 
themes have the codes to prevent the extra dropdowns.  Adding the extra 
code to those problem themes fixes them (except in the ones with unified 
back-forward buttons - those still get split apart).
