HTML6 budget

Hi, all.

I had preliminary conversation with my employer about implementation of the part [1] of HTML6 [2],
and about implementation of communication via SQL5 [3] over TCP (to avoid HTTP as redundant gasket [4]). 
He needs concrete budget. So i'm asking you to estimate and say, how much will it cost.
