During setup, you have the option of using the global inbox, yes. But if 
you don't go for it, the "Local Folders" account is still created. It 
doesn't do anything, but it's still there taking up space. My Local 
Folders account has a "Trash" folder and an "Outbox" folder.

Since I've never delayed sending a message, I've never used the Outbox.
