I try it

If the option in Preference> Privacy> "save history" isn't marked, then 
  nothing will be written in the places.sqlite. (new install)

If you had marked this option for a longer time, the data in 
places.sqlite is growing and not deletable after an unmark of this option.

Is once data in this file, it is not deletable.
