Data Manager, "Permissons" tab accessibility

For some reason, if you haven't specified any allow/block rules for a site via Tools menu, the corresponding "Permissions" tab in Data Mangager is inaccessible. Probably it would be a good idea to let users access it? (Using SeaMonkey 2.17)
