I don't know of an option to disable it, so for troubleshooting, I
suggest the following:
* Open two pages with upload widgets in different tabs or windows.
Pick a file from each widget in separate folders, then switch back
and see whether the first widget remembers its folder.
* Install the Tahoe Data Manager and filter on content preferences
to see whether the preference is getting saved.
* Maybe something is deleting the preference (an extension, or Clear
Private Data).
