Most people don't want to edit the about:config or do anything else like that. They prefer to do those things in the GUI.

Because the settings should not be too overloaded and most people want the same setting that they use for new windows (blank page, homepage or speed dial) also for new tabs, why not simple take this setting for both: new windows and new tabs... (And the little amount of people who really want different settings for new windows and new tabs, they should use the about:config.)
