  the alt text for 'img' only provides a short descriptive text .
for example:
at a website that give a tutorial on how to use its widget step-by-step 
and it showed a screenshot of   a 'settings  menu', an alt text may only 
say   'settings  menu' but not what exactly are the items on the menu.
Therefore, the info is available to the sighted but not the blind.

other examples: infographics that is totaly unreadable  by my 
text-to-speech software or text information  displayed as background image.

when i need that info to complete a task, OCR will provide the info 
faster than contacting that website/company. having OCR function in the 
browser itself or as a plug-in would make info available quickly.
