Could not run Qt test program

This is what my /etc/ld.so.conf file looks like:

/usr/X11R6/lib
/usr/lib/qt3/lib

When running Qt it says I have version 3.1.2

How do you set LD_LIBRARY_PATH environment variable?

I have run ldconfig already.

How do I know if Compilation of Qt utilities turned
off or not?
