Now that we're at SF we have the SF patch tracker in addition to the 
list: http://sourceforge.net/tracker/?group_id=95272&atid=610826

I would recommend using the patch tracker since it offers a lot more 
(helpful) options than just sending to the mailing list, but the list is 
ok too (i will treat both as offical patch submit methods).
