Ah, this would be because the three available “button groups” allowed in 
the DVD-Video spec serve two conflicting purposes: 1) to allow different 
buttons to use different colour tables, or 2) to specify different sets 
of button definitions for fullscreen 16:9 versus letterbox or pan/scan 
modes when that 16:9 footage is shown on 4:3 screens.

It would seem the first option is only allowed for 4:3 material.
