Teach Spumux About PAL vs NTSC?

Looking over the text-subtitle-rendering code, I see it has some 
hard-coded defaults which are appropriate for PAL, but not NTSC: 
movie-fps = 25 and movie-height = 574, for instance.

Should I add a “format” attribute, working the same way as the dvdauthor 
one, somewhere in the spumux XML file? This would default in the same 
way as the dvdauthor one.

I suppose the <textsub> tag is the most logical place to put it.
