This actually never happens.
Forced subtitles appear when the spoken language results as foreign to the listener, so they *have* 
to be shown in order to get the show enjoyable but hearing impaired users need them also. So they 
are stored just once, on the forced part of the track, in order to save IDs.
In my own opinion, overlapping timestamps are the result of a bad authored disc.

Of course, this dance of multiple spumux pass will be avoided when this tool will be able to mux 
several streams at the same time.
