I just tried making a menu using your provided highlight.png and
menu.xml, plus a plain white background.

And it looks fine. Or at least as fine as can be expected, given the
colour-fringing caused by anti-aliasing on those ellipses.

I tested the menu in ogle which, while it may not be the most reliable
player, seems to display menus with the best fidelity.

So how did you get that weird-looking menu screenshot?
