By trying, I could get something with :

<subpictures format="pal">
  <stream>
      <textsub aspect="16:9" ...
      />
  </stream>
</subpictures>

I don't know if it is good.

Now another change I have found : in 0.6.18 the first subtitle was stream 0.
In 0.7.0, I must start at 1, as 0 gives this error :

INFO: found existing substream ID 0x20 (DVD-Video 0)
...
ERR:  duplicate substream ID 0x20

At the end, this gives a DVD with one more subpicture stream, the zero one, 
which gives logically no subtitles...
