The reason is - you will NOT believe this:
The cpu clock oscillator is dorked!!
I did not know this for a long time, as I never
bothered to do any measurements.
The clock oscillator is fixes at 760MHz. That's it!
It will not budge. I made several measurements
recently both under heavy and light load. Cpu
frequency remains at 760MHz!
Too late to do anything about it.
I bought it back in 2003.
