Re: dvd author make anamorphgic from 4:3?

You must add the padding when you transcode with ffmpeg.
Example parameters for ffmpeg to produce an NTSC mpeg are:
-target ntsc-dvd -aspect 16:9 -padtop 68 -padbottom 68 -s 704x344
Padding varies depending on the aspect of your source.
