I prefer to use an XML control file. It can be as simple as

    <dvdauthor>
        <vmgm>
            <fpc>
                jump title 1;
            </fpc>
        </vmgm>
        <titleset>
            <titles>
                <video aspect="16:9"/>
                <pgc>
                    <vob file="vid.mpg"/>
                </pgc>
            </titles>
        </titleset>
    </dvdauthor>

In post-0.7.0, you can set the video format once and for all for the
entire authoring session on the first line:

    <dvdauthor format="pal">

Otherwise you need to set it in one of the ways as described at the
above link.

VOB as an extension only has meaning as part of a complete DVD-Video
directory structure. I.e. as the output of dvdauthor, not its input.
Its input is MPEG-2 format with placeholders where the NAV packs will
go. I prefer to use FFmpeg to do the conversion, since a simple
“-target pal-dvd” or “-target ntsc-dvd” will preset all the right
options for the output, and convert just about anything for the input.
