Unfortunately, that’s normal—it’s called “overscan”, and it’s a
standard feature of video images viewed on TV screens. Video source
material has to allow for this, but not having anything important in
the areas within about 5% or so of the dimensions of the borders all
round.

FFmpeg has a “pad” filter you can use to add padding around the borders
of the image: that would be the best way of fixing the problem.
