Chapter marks not where specified.

I'm using version 0.6.18 on Debian squeeze. I'm creating a very simple PAL DVD 
from a single mpeg file which has I-frames placed at precisely the 
approximately 35 points I want to use for chapter marks.  Those exact same 
times are listed in the xml file (copied and pasted from the ffmpeg command 
line that created the mpeg file).  Dvdauthor places its chapter marks, in 
every case, at the I-frame immediately preceding the specified time.  This 
does not seem to me to accord with the documentation.

What could be causing this systematically wrong placement?
