Chapter marks (in fact, cell boundaries) have to go at I-frames, because
those are the only points that a player can randomly seek to without
showing gaps in the video. The other kinds of video frames—P-frames and
B-frames—cannot be decoded without reference to neighbouring I-frames.

I guess the DVDAuthor documentation cannot explain all the ins and outs
