Here is a list of the specified and actual (as reported by dvdauthor) times of 
each chapter mark.  Unless otherwise stated, the actual is one I-frame earlier 
than specified.

All of those times are I-frame timestamps according to avidemux.

I tried mpeg2desc, but I couldn't see anything in the output that 
distinguished I-frames from P.

What I do have is the index file generated by avidemux (from the mpeg file 
being fed to dvdauthor), and that has the data you want: total frame number, 
timestamp (as hh:mm:ss,frame) followed by the gop structure.  It's a very big 
file, far too big to post here.  I can split out all or some of the 
interesting points, including a gop or two each side, but it's still quite 
big.  Then there's the xml file I fed into dvdauthor. And the output from 
dvdauthor which lists all the chapter marks.  I'll ask this with as straight a 
face as I can muster: how much data would you like and what would you like me 
to do with it?
