I'm not an expert on DVD authoring, but might I suggest the problem be
divided into two possibilities: 

 1. a problem related to the complexity or configuration of the DVD menu
    structure 
 2. a problem related to some of the video streams from the webcam


I would take an mpeg stream from some other source - maybe a different
video camera, or even an extraction from a commercial DVD. Then, using
copies or symlinks, recreate the names of files you would use for 4
months of webcam monitoring events and make a DVD from that as you
normally would do. Thus, you a making a DVD using a single known good
mpeg clip, but with all the complexity and structure of one of your
webcam monitoring DVDs. Does the problem happen then? If so, then
the problem is with the DVD authoring or the player. If not, it may
be some type of problem with the webcam mpeg stream itself that trips a
bug/weakness in the player. In that case, you might have to transcode
to clean them up.
