VIDEO_TS.IFO is always NTSC?

I'm using dvdauthor 0.7.1 on windows(build from 20. of Aug.), and I'm very
puzzled why VIDEO_TS.IFO is NTSC when checking it with MediaInfo, even
though I use an XML file like this:

<dvdauthor format="pal">
         <vmgm />
         <titleset>
             <titles>
                 <video format="PAL" aspect="4:3"/>
                 <pgc>
                     <vob file="C:\Users\user\Desktop\MVI_4993.mpg"/>
                 </pgc>
             </titles>
         </titleset>
</dvdauthor>

The created VTS_01_0.IFO and VTS_01_1.VOB are PAL.
