FYI: I've used dvdwizard ( http://www.joonet.de/dvdwizard/ ).

DVDwizard is a wrapper-script which incorporates a fully automated
creation of a DVD-structure with Chapters and menus from one or more
mpeg-streams. This is done by several "sub-scripts" and various freely
available tools.

At the end it calls for DVD-Author to do the actual work.
dvdwizard hasn't been updated for ages but don't let that bother you. It
creates main menu + titlesets. Each titleset is defined by the input
file (ie. one input file is one titleset). With in the titleset, you can
skip forward/backward to different chapters (the |<< and >>| buttons on
your player). The chapters are also visible in the dvd menu.
Chapters are defined by time from the begining of the titleset.

Technically, this is not exactly what you are looking for. I think you
are looking for titleset (main menu), with "sub-titlesets", but this
case the "sub-titlesets" would be replaced by chapters. Technically not
the same thing, but might do the job anyway.

Unfortunately, the main page with examples, screenshots etc for
dvdwizard at http://dvdwizard.wershofen.net has disappeared from the net
and seems to be available only in webarchive (or google cache). Archived
