No, it was Kodak. And it was made part of the USB 1.1 standard. Back 
when downloading files from cameras was just a proprietary protocol. 
Kodak itself had two different one at least.

Microsoft just embraced PTP and extended it as MTP for use with music 
players.

PTP has standard commands for remote capture, albeit some vendor prefer 
to make their own proprietary commands or not implement it at all.

Not implementing it in low end cameras is for vendors a strategy to 
force the uncessary purchase of more expensive camera. Why would one 
need a DSLR to do driver's license photos? Because they are the only one 
that can be remote controlled.
