I m running Mint 19.2 Tina and installed the development package:

$ env LANG=C dpkg-query -l libusb-1.0-0-dev

I did a fresh config-compile-install cycle

$ autoreconf --install --symlink
$ ./configure --prefix=/usr/local

This reports

...
   USB ports
     libusb-1.0:                    yes
     libusb0 support:               detected, but disabled (libusb1 
support is enabled)
     libusb:                        yes
     virtual USB support:           disabled, no virtual PTP test camera
...

$ make && sudo make install

I did the same procedure for gphoto2 but the error is still the same. 
See attached LOG-file.
