How do I keep the camera active between commands like wait-event?

Perhaps this belongs in the dev list but this isn't related to the
development of libgphoto2 but I am developing with it.
That being said, I have an Olympus E-M1 MII and when ptp is connected the
rest of the camera is unresponsive when no commands are sent for a few
seconds until the next command is sent.

I assume there is some sort of timeout where if nothing is sent to the
camera it goes inactive. So I'm trying to control my camera with a custom
program I'm writing but I want it to be always active.
When using --wait-event command it stays active so I've tried looking at
what wait-event does but I was unable to find it. I tried looking at the
usb traffic and it doesn't look like there is anything from the client
being sent regularly to keep it active.
