Only enabling this option did not help!
But shame on me! I haven't read the debian specific readme :(

* Default filename encoding is utf8.

   New grip package using gtk2.0 (3.1.0 and above) create file
   that filename encoding is utf8.  If you would like to use
   encodeing as locale, please set G_FILENAME_ENCODING envoromental
   variable as below.

   G_FILENAME_ENCODING=@locale

This together with the option above worked :D !
