Is there a standard how these years are provided in the FreeDB?

I don't have many samplers, and the I only see track years in two of the
files:

c60e3b0f:EXTT0=YEAR: 1983
c60e3b0f:EXTT1=YEAR: 1983
c60e3b0f:EXTT2=YEAR: 1989
...

950c990c:EXTT0=1969
950c990c:EXTT1=1971
950c990c:EXTT2=1976
...

So they have two different formats already... Most of the files in
~/.cddb don't have track years, but arbitrary extended information in
EXTT. You can have a look for yourself with something like:

cd ~/.cddb
grep -r EXTT *|egrep -v "=$"
