configure fails, missing vte.pc?

When I run configure to build grip 3.2.0, it bombs with the following error: checking for vte... Package vte was not found in the pkg-config search path. Perhaps you should add the directory containing `vte.pc' to the PKG_CONFIG_PATH environment variable No package 'vte' found vte 0.11.11 is installed on my fedora core 3 system, however there is no 'vte.pc' file on the system.
