compiling grip with id3lib for id3v2 support

Hello,
The grip website explains that you must compile grip yourself with the
id3lib to enable id3v2 support. Sounded easy enough.

I located and compiled id3lib, installed it. Then I downloaded the
grip source and ran configure it. It complained with the following
warning:

checking for library containing ID3Tag_Link... no
configure: WARNING: id3lib not found - disabling id3v2 support

I understand that compilers/linkers only search where they are told to
search for libraries but I was unable to figure out how to see where
configure was searching and how to add the /usr/local/bin directory,
which is where id3lib installed itself to.

How can I make configure find id3lib?
Or, if it's easier, can I install id3lib do a different place?

Any ideas, suggestions, would be much appreciated.
(I'm using FC3 at the moment, if that matters.)
