What happens if you type id3v2 alone? It should print its usage information. If id3v2 is not installed, look in the software repository of your distribution (yast, yum, apt-get, synaptic, emerge, ...). If all else fails, you could try to download it from http://id3v2.sourceforge.net/ and build it yourself (you need id3lib, too). Regards...
