Do you have the id3v2 program installed? What happens if you type id3v2
alone? It should print its usage information.

If id3v2 is not installed, look in the software repository of your
distribution (yast, yum, apt-get, synaptic, emerge, ...). 

If all else fails, you could try to download it from
http://id3v2.sourceforge.net/ and build it yourself (you need id3lib,
too).
