encode(charset) type of some information in media stream

We could get some abstract information from media stream, such as: Title, Author, Copyright, Abstract, etc. However, sometimes this information is not provided in pure English, maybe Chinese, Japanese, etc. Is the charset type encoded in the stream? And could we get it through dtdriver? Thanks.
