Henry's input reminded me of this. Some of the applications from your 
first cygwin installation could be outdated, and you are mainly using 
your first installation (your c:\OpenSSH). For example, your earlier SSH 
was from 2004 and I had to overwrite it with the one from your 
c:\cygwin\bin, which is from 2009, before it can output meaningful 
debugging messages. So, go copy all of your c:\cygwin\bin\* over 
c:\OpenSSH\bin\*. You can always find all their original version in 
c:\OpenSSH\bin.bak, which I backed up for you.
