live stream frozen for very dim light cam

Hi, 

we are experiencing this live streaming frozen problem when light is very low with current helix producersdk 11 on and server 12. The live stream is from a camera captured and fed to producer. When the light gets very dim, the live streaming played from realplayer gets frozen (not moving) or very jumpy like moving one frame every 5 seconds. I don't know if this is caused by the producer detecting something not worth encoding due to not enough lighting or moving frames or something very heavily noisy that cause bandwidth spiking a lot. thanks,
