400kbps sounds like audio+video, it is WAY too high for
audio only, so it seems anyway.

The 64kbps seems like a reasonable audio bitrate.

perhaps they are confusing the two?

There is some parts of the underlying code that uses per/channel
bits rates. It *might* be the case that you have multiple channels,
like 4-5, of 64kbps content?
