Synopsis: Fusion: Error message "General: Unable to execute file for security reason." displays when trying to stream clips in offline mode

Overview: When HelixAccesspoint   manager tries to Connect with Server using Rconnection :Start() fails with -45 (KErrPermissionDenied ).  Helix maps  KErrPermissionDenied to HXR_NOT_AUTHORIZED error  this leads for  PrepareComplete with -46  and displays  "Unable to execute file for security reason "  Message .

Solution:  Changes are made in Helix side to map KErrPermissionDenied to HX_FAIL  to  return PrepareComplete with -36 to UI for showing   message like "Unable to connect Server  ".
