Description:
Encode file to file or capture to file.
Hit 'ctrl+c' or 'ctrl+break' to stop/kill the encoding.
Observe that encoding doesn't stop.
This problem doesn't happen consistently.But is
easy to repro.
How-To-Repeat:
1)Install producerinstaller.zip on windows machine.
2)Encode capture to file
producer -ac 0 -vc 0 -o test.rm
3)Stop the encode using 'ctrl+c'
4)observe that encoding fails to stop.
Actual Result: This problem appears with 'ctrl+c'
and 'ctrl+break'
When u hit 'ctrl+c' or ctrl+break' continuously while
encoding
following messages print on the screen.

Expected Result: Encoding should stop when user
tries to stop or kill the encode
using 'ctrl+c' or 'ctrl+break'.

This problem was caused by the StopEncoding method in the producerapp
being only callable once. What would happen is the StopEncoding
method would be called before StartEncoding was called. Since there
was a state variable in StopEncoding, preventing it from being called
more than once, StopEncoding wouldn't be called. This is resolved by
placing statistics support on the EncodingJob such that we query the
state of the encoder and call Stop (or Cancel) depending on the state.
This means that StopEncoding can be called before or after
StartEncoding. If before, it won't actually call into the encoding
job, but if after, it will call into the encoding job and Stop the encode.
