[Open-licensing] Binary EULA (Was Re: [Helix-server-dev] Error in compiling servinstplus)

That's the RPSL, not the binary EULA. The binary EULA is here:

Can someone verify whether that is still correct and up to date, or
is there a new agreement somewhere that is needed?

There should be an "agree" button on the page to indicate agreement
to the license. Once you've agreed (while logged in to the site)
this will grant you access to the necessary distributions with your
helixcommunity account.
