If I had to venture a guess, I'd say through udev's "RUN" command. From the 
man pages, it seems like you can run a script when a device is connected and 
assigned a /dev node by udev. Just have to write a special rule in 
/etc/udev/rules.d

I'm not yet familiar with all the things udev rules can do, but the current 
rules in my directory seem to cover a large variety of devices.
