There is now a udev rules file named nomad.rules in the CVS that takes care of udev:ing for those who need it in their bleeding-edge distros without hotplug and without /proc/bus/usb Problem: libusb has a problem finding device files as they appear in /dev/bus/usb. I have mailed both linux-hotplug-devel and libusb-devel about this.
