I believe that is correct.  Perhaps you should check
the permissions that udev assigned you and your users
for usb devices.  I imagine somewhere in
/etc/udev/rules.d, /etc/udev/udev.rules, or
/etc/udev/udev.permissions.  Somwhere in there you
should find the rules for your devices.  If there are
none, you would need to write a rule to allow your USB
devices to be accessed by whatever user or group you
setup for such (or even a rule for the device itself).
 Anyway, I do not use Fedora, but that is how it would
work in a standard environment.  Bounce back on what
questions you have once you have looked at your
config, and do post your solutions to the group.  I
can show you how to write a rule to address it, but
first I want to make sure that you can't take care of
this by assigning a group based rule for it.  Let me
know.
