problem building from CVS

I downloaded the CVS version of libnjb and looked in the INSTALL doc.  

BASIC BUILD PROCEDURE
=====================

To build the package:

   % ./configure
   % make
   % make install

but there is no 

./configure

in the libnjb cvs created.

Any insight?
