OK the CVS turbo code is now controllable with an optional call.
I have implemented this per-device instead of globally, so you
can call

NJB_Set_Turbo_Mode(njb, NJB_TURBO_OFF);

to turn it off for a single device. Iterate over all devices
to turn it off for all... It will default to NJB_TURBO_ON.

The library interface age revision has been bumped (appear as
5.1.0 on most POSIX:es) to reflect the change.

Changes will be in libnjb-2.2.4.
