ffv1 in mkv

The PreForma project focuses in particular on FFV1 as a codec and Matroska as a container. The pair of FFV1 and Matroska have been seen with more frequency in archival and preservation applications; however FFV1 does not currently have a registered Matroska Codec ID. Is there an advantage to registering a Codec ID for FFV1, especially considering potential use in a preservation context? What is a recommend process for declaring one (updates to matroska.org <http://matroska.org/>, patches to vlc, libav, ffmpeg, libmatroska?)?
