Frames per second value in Matroska file

Hello
I am writing a matroska file using received RTP packets in a call.
I am able to play the mkv file.

When I see the terminal screen, I see 24 fps.
I have not written any fps value in mkv file.
How come avplay / avprove are showing it is 24fps.
Is 24 fps a default value ?

In case I need to write fps value, at what level I need to write.
Should I write it in segment or track level.
