The closest thing to that right now is mkvpropedit: http://www.bunkus.org/videotools/mkvtoolnix/doc/mkvpropedit.html <http://www.bunkus.org/videotools/mkvtoolnix/doc/mkvpropedit.html>It comes with mkvtoolnix/mkvmerge. There are some tools that are in the works to handle this in a nicer way. There is also foobar2000 for audio files, but it's not exactly spec compliant.
