You're mis-reading this.

Gtk-1.2/Glib-1.2 were used as backend for GIMP-1.2, and thus, glib/gtk
were ported to Win32 so GIMP could be used by win32 folks. This was 2000
(and before).

1-2 years ago, Glib-2.0 was released. Glib-2.0 was designed from the
start with win32 compatibility in mind, so it never had to be ported.
Even early betas ran fine under it. Same goes for Gtk-2.0. Both are used
as backend for GIMP-1.3 (which will eventually be GIMP-2.0).

The comment means that the files included in those packages (2.0) are
not compatible with the files included in glib-/gtk-1.2. That's why they
can be installed together (versioned libraries). The packages aren't 3
years old. Rather, glib-/gtk-2.2.3 was released only months ago.
